SAC Health is the largest specialty-based and teaching health center (THC) FQHC in the nation. Consistent with our mission and values, we provide over 900+ medical residents and students from Loma Linda University a unique opportunity to serve our most vulnerable population which will allow them to continue to be leaders in our community.
SAC Health is recognized as a Level-3 Patient-Centered Medical Home by the National Committee for Quality Assurance (NCQA). All our physicians are affiliated with Loma Linda University Health, allowing our patients to receive world-class care from providers trained in over 35 different specialties. Our unique model of care allows patients to see integrated behavioral health, dieticians, clinical pharmacists, social workers, and even a chaplain all within the same office visit if needed. This whole-person, full-scope, team-based approach is what makes SAC Health the provider of choice for patients.
Underserved populations require an array of supports that extend beyond our work, and we know that we cannot achieve our mission on our own. Our success is built on building strong partnerships with more than 100 community partners and leveraging the expertise of partner organizations to ensure we provide our patients with whole-person care.
Social Action Corps (SAC) began in the late 1960s as an outreach effort from students and staff at Loma Linda University and Medical Center. Over the course of 30 years, these volunteers offered temporary medical clinics in donated spaces within the community.
SAC began to look for a permanent location in the early 1990s and by 1992, Norton Air Force Base was closing and provided an opportunity for SAC to acquire a medical facility.
SAC incorporated into a 501(c)(3) community health care corporation and became SAC Health, a three-clinic system of community clinics in the City of San Bernardino.
SAC Health becomes a look-alike Federally Qualified Health Center.
SAC Health receives Teaching Health Center Graduate Medical Education Program designation for Family Medicine, Pediatrics and Psychiatry, resulting in one of the nation’s largest programs.
SAC Health becomes a full Federally Qualified Health Center.
The 150,000 square foot San Bernardino G-street location opens.

Dr. Jason Lohr is passionate about service, both locally and globally. Jason graduated from Loma Linda University School of Medicine in 2001 and then completed his Family Medicine residency at Florida Hospital in Orlando, Florida. After residency, Jason spent 7 years internationally working in Nigeria and Honduras, serving multiple roles including core faculty, medical director, and starting two American Heart Association Training Centers, one in each country. After returning to the US, Jason has worked as a faculty member with the Loma Linda University Family Medicine Residency program at SAC Health System and served as Director of Clinical Operations, Chief Medical Officer, and now Chief Executive Officer. Jason has a certificate in Tropical and Travel Medicine (CTropMed), has a passion for global health, and continues to serve overseas 4 weeks each year covering physicians who are taking their vacation. Jason has also earned a Fellow of the American College of Healthcare Executives, FACHE credential, which shows his commitment and dedication to healthcare leadership.
Dr. Chi-Lum graduated from Loma Linda University School of Medicine in 1991 and completed a residency in Preventive Medicine along with a Masters in Health Administration. She also completed a fellowship in medical journalism at the Journal of the American Medical Association. She has worked for American Medical Association, Kaiser Permanente, Loma Linda University Health, and in private practice. In addition to clinical work, she has also been a course director-associate professor for over two decades at Loma Linda University School of Medicine. She is passionate about the work and opportunities she has at SAC Health System and works tirelessly to meet its Mission of providing the best care for patients while sharing the love of Jesus.
Dr. Maryellen Westerberg serves as the Chief Operating Officer at SAC Health System. She received her Doctorate in Public Health from Loma Linda University with an emphasis on nutrition and health behavior change. Following graduation, she worked at Kaiser Permanente, Fontana as a Preventive Care Specialist specializing in diabetes care and education. Prior to her current appointment as COO, Dr. Westerberg served as Executive Director of the Health, Behavior and Wellness Center at SAC Health System, which includes the integration of behavioral health, health education and community resources into, clinical and community care. For the past seventeen years, Dr. Westerberg has served in multiple roles with SAC Health System as well as Loma Linda University and Medical Center as an administrator, provider and faculty. Her passion has led her to cultivated partnerships within the community to connect patients to needed resources.
Gerrard has a Master of Science in Information Systems and is known for IT transformation. He is an innovative leader who has enjoyed his previous roles within IT, Cloud Services, and Security at IBM, Washington Mutual, Toyota Motor Services, St. Joseph Health, VNA California and United Healthcare Workers West. His experience with EMR, ICD-10 and HR systems makes him a great fit for SACHS. Gerrard is a firm believer of treating everyone with dignity and respect, which he attributes from being born and raised in Hawaii. He truly enjoys working with others and brings the sense of an Aloha spirit and Christian love, day in and day out.
I have been a serving physician in the specialty of Head & Neck Surgery for more than four decades. I have served in many roles in leadership in several organization. These are Kaiser Permanente/Southern California Permanente Medical Group, Loma Linda University Health, including its School of Public Health, SACH Health Systems. In addition, I serve on various Boards...Riverside County Medical Association/California Medical Association Delegate, AMA member, Riverside Community Health Foundation, Community Health Centers of Riverside University Health Systems, STEP. My other interests being international travel, Antiquarian book collecting, the Bible and Biblical Archeology. One of my ongoing goals being is showing and sharing the love of Jesus Christ, continue to develop my relationship with Him and hopefully lead others to experience that wonderful, immeasurable relationship with my Lord and Savior.
Kevin Shannon, MD, MPH, grew up in the Chicago area and completed his education through medical internship there. He has had an enduring desire to serve God and those in greatest need over the years – from health centers in inner-city settings (in 4 states over 4 decades) to international medical missions work (some in Latin America, but mostly in Africa). His years as a practicing Family Physician before 2000 laid a foundation for the academic and administrative career that has followed. He was a member of the University of Illinois research team that created the HITS screening for domestic violence, beginning those research efforts in 1999. He was exposed to the IHI Model for Quality Improvement as faculty at Dartmouth Medical School 2000-2004, and has applied those principles in New Hampshire, Uganda, Kenya, and California. He has served as PI for the HRSA THCGME primary care residency programs at SAC Health, since co-writing the original grant proposal in 2012 and is working on expanding the THCGME training footprint here, as the need is great and the medical workers are few in the Inland Empire of Southern California. He was recently appointed Chief Academic Officer, to shepherd the educational activities of more than 1,000 learners that pass through the doors of SAC Health each year.
J.C. Urban has spent most of his career in finance leadership roles with non-profit organizations. After graduating from La Sierra University in 1993 with his BBA in Accounting, he moved to the island of Guam, eventually serving for twelve years with various church-related entities, primarily in education and healthcare. J.C. then spent nine years as the CFO for Collegedale Academy, a K-12 private school in Collegedale, Tennessee. Prior to coming to SAC Health System, he served as the Assistant Vice-President of Finance for Loma Linda University Faculty Medical Group. J.C. is delighted to be a part of the SAC family as the mission of SAC is one that resonates with his personal values.
